Rapiscan, an OSI Systems Company is seeking a VP, Engineering based out of Oak Ridge TN.

Rapiscan is a leading supplier of end-to-end security inspection solutions, utilizing multiple technologies and advanced threat identification algorithms based on X-ray and high-speed computed tomography imaging, ion mobility spectrometry, radiation detection, and optical inspection technologies. Responsible for directing and managing all engineering development programs for existing contracts and internal product development. The V.P. Engineering (VPE) shall advise senior management about the planning, implementation, staffing requirements, funding needs required to carry out statements of work or major product development.

The VPE should build, scale, and improve the performance of the group to support operations with products and documentation for manufacture. The role will be responsible for driving the implementation of practical processes and ensure practices are consistent with Rapiscan and the rest of business. The VPE will direct engineering staff to define and develop requirements and documentation for engineering based on internal or external customer requirements. The VPE defines testing and certification procedures of product deliverables that will be implemented by applications, test engineering, and QC personnel, for both external clients and internal product development.

The VPE is responsible for directing the creation of planning documents, implementation of engineering programs, writing proposals, and providing monthly reports for client programs.

The VPE will identify and recommend new product development opportunities with the V.P. Product Management. The recommendations will leverage existing product capabilities and develop new ones. The VPE shall work with the Rad Detection V.P. Product Management, and the Rad Detection OPS leadership to develop financial analysis regarding return of net investment of new product technologies that may result from engineering program activities with respect to non-recurring engineering costs, capital investments, operating costs, and potential sales opportunities.

The VPE will be responsible for all ongoing engineering programs including cost plus development contracts for merit of the scientific approach, adequacy of staffing and use of consultants to successfully accomplish the work and meet the required deliverables.

The VPE or his staff will, with the GM's approval (and as appropriate Client approval), present papers at scientific conferences and attend meetings to identify new scientific opportunities.


Responsibilities

  • Plans, develops, organizes, implements, directs, and evaluates the organization's engineering programs, engineering strategic planning and performance.
  • Direct the engineering department's line managers and supervisors to coordinate their activities with required deliverables.
  • Direct the engineering staff as required to support existing products in support of clients or as a normal part of product lifecycle management.
  • Evaluate and advise on the impact of long-range planning for new engineering programs including capital asset requirements.
  • Prepare and/or provide timely feedback and accurate analysis of program implementation and risks to assist management is support of their responsibilities.
  • Enhance and/or develop, implement, and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the division.
  • Lead efforts to automate lifecycle management.
  • Direct, monitor, and oversee strategic relationships with existing consultants working on engineering programs for the company.
  • Be an advisor from the engineering perspective on any contracts into which the division may enter.
  • Identify and recommend to management staffing needs for the engineering group.
  • Directs and contributes to all aspects of product documentation from development to manufacture and deployment.

Qualifications

  • Bachelor's degree required, a Master's or Ph.D. is preferred in electrical engineering. Second degree in computer science or a physical science is acceptable. Knowledge of analytical instrument control and automation is preferred.
  • Fifteen (15) or more years as senior design engineer with project leadership or management experience. Project tracking experience, knowledge of problem-solving methods such as factor analysis or Taguchi techniques and knowledge of statistical process control. Digital signal processing experience is a plus.
  • Advanced circuit design modeling and theory. Experience with computer assisted design tools. Knowledge and ability in programming using a structured language such as C++ or Visual Basic.
  • Digital circuit design using FPGAs, logic devices and embedded processors. Analog circuit design of timing and energy spectroscopy circuits. Program design experience using both C,C# and Visual Basic and network experience and multi-platform experience including Windows and Linux.
