Overview

Rapiscan Government Services (RGS), an OSI Systems Company, is seeking to hire a Facility Security Officer (FSO). RGS is growing and requires a Facility Security Officer capable of overseeing the management of its Security Program. As it grows, RGS requires an FSO that is familiar with Federal Security requirements and can advise leadership on compliance to large government contracts with Security requirements and responsibility within DoD, DHS and DoS.

The Facility Security Officer (FSO) will oversee all aspects of the Company's security program in compliance with the National Industrial Security Program (NISPOM) in cooperation with the Defense Counterintelligence and Security Agency (DCSA). This oversight will watch over the Security requirements of two Rapiscan Facilities in the Northern Virginia area, including one that holds classified materials.

The FSO will be responsible for managing policies/programs related to personnel clearances, security education and training, facility clearances, asset protection, FOCI, NISP reporting, visits/meetings, inspections/SVA, derivative classification and marking, and transmission of material.

In addition to providing a broad array of cargo and vehicle inspection technologies and services for ports, borders, military, high-threat facilities, and checkpoints to help customers combat terrorism, drug smuggling, illegal immigration, and trade fraud, Rapiscan is a respected Security Leader.

Ensure that the facility meets all requirements of the National Security Program by performing the following duties:


Responsibilities

  • Establish and maintain Standard Practices and Procedures (SPP).
  • Process, manage, and train cleared personnel.
  • Prepare and conduct security training, briefings and de-briefings.
  • Working knowledge of NISS, DISS, e-APP, NBIS and DIAS systems.
  • Lead participant in DCSA inspections/security reviews.
  • Coordinating and conducting periodic self-inspections related to the activity, information, system, and conditions of the overall security program, to include the insider threat program.
  • Assists in preparing and maintaining the departmental policies, procedures, and manuals.
  • Processes requests for visits and assures that visitor logs are maintained.
  • Maintains facility access control and personnel badging.
  • Investigate incidents and security violations, conduct administrative inquiries (AI), and submit reports as required.
  • Manage Sponsor's safeguarding requirements for secure work areas
  • Provide expert security advice and assistance to API Staff, Contractors, and our Sponsors.
  • Ownership and renewal of PO Box access, yearly; send and retrieve documents and packages as needed.
  • Supporting ISSM efforts to implement the system's security program and policies for assigned areas of responsibility. FSO will be fully integrated into every aspect of the RMF process.
  • Participation in Insider Threat Committee. Ensuring insider threat awareness is addressed within the security program.
  • Reviewing, testing, and approving the organization's contingency plan.
  • Communicate risks, areas of concern, and overall recommendations (from a Facility Security Standpoint) to Senior Management

  • Perform duties as assigned to assist in managing government programs and advising on potential issues and Concerns.

Qualifications

  • BS/BA in Business Administration - preferred but High School Diploma and equivalent work experience is required.
  • 12 plus years working in the Federal Government
  • Experience as a certified Facility Security Officer
  • Experience as a CSSO or CPSO
  • Experience understanding US Government contracts (containing Security Requirements) within DOD and/or DHS.
  • Thorough working knowledge of NISPOM, ICDs, associated Executive Orders, and Security Executive Agent Directives (SEADs)
  • Experience with DISS/NBIS, NISS, SWFT, eQIP.
  • Knowledge of OPSEC procedures and applications - familiarity with handling sensitive government information (FOUO, CUI).
  • Security Clearance Required: Secret (minimum requirement)
  • Strong communication skills and the ability to work well with other strong personalities.
  • Possess a working knowledge of budget and acquisition processes.
  • Demonstrated ability to interact with both internal and external stakeholders at the highest levels.
  • Demonstrated ability to lead a cross function team to achieve operational/strategic goals and objectives.
  • Ability to mentor and coach junior staff members.
  • Must be detail oriented and able to function effectively in a fast paced, multitasking work environment.
  • Travel is required; upwards of 20%
