Job Description

Torch Technologies is currently seeking a Program Manager - Non-Technical to lead high-visibility Department of Defense (DoD) programs. This individual will serve as a trusted advisor, overseeing multimillion-dollar contracts and ensuring alignment of fiscal, operational, and strategic initiatives in support of U.S. Indo-Pacific Command (USINDOPACOM) directorates and other key defense stakeholders.

This role is responsible for managing the highest-level strategic non-technical programs and may be accountable for program profit and loss (P&L). The Program Manager may oversee fixed-price contracts and will be responsible for overall program budget, schedule, and growth. Responsibilities may include staff supervision, business development within the current customer base, and identification of follow-on or new business opportunities. Program complexity, not necessarily contract value or duration, is a defining characteristic of this role. This position does not apply to engineers or technical managers temporarily assigned to program oversight roles.

The ideal candidate demonstrates strong organizational skills, performance management expertise, analytical capabilities, adaptability, initiative, and accountability.



  • Lead the execution and growth of complex, strategic, non-technical programs with a high level of independence and responsibility.
  • Support a wide range of financial and administrative functions, including budgeting, facilities, logistics, and daily operational support for large and/or complex programs.
  • Assist with budget preparation and offer recommendations for monitoring program performance and expenditures.
  • Track and analyze budget execution, including employee labor hours and categories; assess burn rates to ensure timely and efficient program execution.
  • Interpret and implement cost proposal requirements related to estimating, pricing, and documentation; may define estimating parameters.
  • Develop and maintain presentation materials for senior leadership, summarizing budget performance and identifying cost/schedule variances across multiple teams or labs.
  • Analyze financial data to determine whether programs are meeting established targets; investigate variances and recommend timely corrective actions.
  • Collaborate with lab managers and government stakeholders to establish and monitor program baselines, ensuring alignment with financial and operational goals.
  • Estimate future budgetary needs and provide input into long-term financial planning.
  • Act as a primary point of contact for customers on behalf of Program Managers for all financial matters, ensuring clear communication and timely responsiveness.
  • May lead proposal efforts and support marketing or acquisition of follow-on business.

Job Requirements

  • Bachelor's degree in Business Administration or a related field, or equivalent combination of education and experience.
  • Minimum of 15 years of experience in contract interpretation, budget development, and administration of government-funded programs.
  • Experience supporting Department of Defense (DoD) funding customers through program evaluation, strategic planning, and data-driven decision-making.
  • Excellent oral and written communication skills, with the ability to build and maintain strong relationships with internal and external stakeholders.
  • Proven ability to work independently, manage competing priorities proactively, and consistently meet deadlines.
  • Proficiency in Microsoft Excel and other Microsoft Office applications.
  • Strong attention to detail with advanced analytical and organizational skills; capable of managing multiple tasks in a dynamic, fast-paced environment.
  • Collaborative team player with a proactive and solution-oriented mindset.
  • Active SECRET clearance required, or the ability to obtain one within 30 days of hire.
