Responsibilities

The Sponsor requires a systems engineer with experience in integrating business systems in support of telecommunications systems. The engineer must be able to analyze, document, and evaluate current business processes and recommend changes to improve efficiency and stability. The processes include provisioning voice systems, billing for voice-related products, collection and processing of telephone detail records, and interfacing with other systems.

The Systems Engineer must have knowledge and experience in multiple technical areas including both Linux and Windows server operating systems, Oracle and other database technology, Structured Query Language (SQL), and Shell Scripting. The Systems Engineer will be required to participate in the evaluation and selection of systems to replace the current systems as well as developing and overseeing a transition plan to the new system(s).

  • Understanding, documenting, and evaluating existing telephone business systems interfaces, processes, and systems
  • Evaluating and reviewing new possible products to replace the existing systems
  • Developing a plan to transition from the existing systems to the new system with minimal impact on the business
  • Hands-on capability to install software, run database queries, troubleshoot software, write shell scripts and SQL queries
  • Developing security accreditation documentation and obtain accreditation for new system
  • Developing and testing interfaces to other systems

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph
  • A degree (or equivalent experience) in Information Systems, Business, or a scientific or technical discipline
  • BS 10-12, MS 8-10, PhD 5-7
  • Linux/Windows server operating systems
  • Oracle Database Management
  • Shell scripting, SQL queries
  • Knowledge of the security issues and migrations for digital telephony and VoIP systems

Skills and demonstrated experience that are highly desired but not required to perform the work include:

  • Experience with Ruby on Rails, PowerBuilder, and/or Avaya Telephone Systems
  • Excellent customer service skills
  • Ability to understand program needs and the ability to effectively prioritize the work
  • Ability to assist the Contracting Officer Technical Representative (COTR) and Contracting Officers (COs) to understand the history and issues associated with existing and new telephone contracts
  • Ability to assist in building the annual budget for telephone back-office systems
