We are seeking a highly experienced and driven Requirements, Evaluation, and Design (RED) Team Lead to guide a cross-functional team in the assessment, design, and planning of IT solutions within a Department of Defense (DoD) environment. This individual will lead efforts to define mission requirements, develop cost estimates, and oversee technical solution designs. The ideal candidate will combine deep technical expertise, leadership acumen, and a solid foundation in project management principles.

Key Responsibilities:



  • Lead and manage the RED Team in evaluating IT requirements and designing appropriate, cost-effective solutions in accordance with DoD standards and objectives.
  • Oversee the creation of comprehensive technical and cost estimate reports that support procurement and implementation decisions.
  • Collaborate with stakeholders to gather, document, and validate technical and functional requirements.
  • Ensure alignment of proposed solutions with mission objectives, budget constraints, and long-term operational goals.
  • Provide expert-level guidance in project planning, risk management, and schedule development.
  • Coordinate and manage team activities, ensuring quality deliverables, accountability, and adherence to timelines.
  • Utilize software tools (e.g., MS Office, project estimation tools) to develop reports, schedules, and project artifacts.


Required Skills, Qualifications and Experience:



  • Citizenship and Clearance:

    • US Citizenship is required.
    • Must have and maintain a current DoD Secret clearance.


  • Education:

    • Bachelor's degree in information systems, computer sciences, business management, or related field (required).


  • Experience:

    • 5+ years as a Lead Project Manager.
    • 5+ years in DoD IT environment.


  • Certifications:

    • Project Management Professional (PMP) Certification


  • Skills:

    • Outstanding mathematics and IT abilities.
    • Proficient in preparing detailed cost estimate reports.
    • Proficient in relevant software tools including MS Office.
    • Proven self-management and team-management skills.
    • Must possess expert managerial, leadership and communication skills.




Preferred Qualifications:



  • Master's degree.


Work Environment and Physical Demand:



  • Prolonged periods of sitting and working at a computer.
  • May require ability to lift up to 50 lbs.
