The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations. |
Posting Summary |
Rutgers, The State University of New Jersey, is seeking a Unit Computing Manager for the Division of Institutional Planning & Operations (IP&O). Reporting to the Director of Information Technology of the Institutional Planning and Operations (IP&O) Division, this position provides specialized technical expertise and leadership in the management of departmental computing services. The position carries out well-coordinated and planned projects and supports operational goals and objectives. This position directly supervises assigned subordinate staff and ensures departmental cyber assets are safeguarded, and operational risks are identified and managed.
Among the key duties of this position are the following:
- This position is responsible for the performance, configuration, maintenance, and cybersecurity of IP&O's servers and critical infrastructure, including SCADA systems at Rutgers' power and heating plants, HVAC controllers, and Public Safety application servers.
- The position enforces the implementation of computer controls to safeguard the confidentiality, integrity, and availability of departmental data and computer systems and works with information owners to help them classify the data under their purview.
- This position looks for opportunities for improvement and provides appropriate responses to recommendations of internal and external auditors and other reviews.
- IP&O's computer systems consist of complex local and wide area networks encompassing three geographical locations (New Brunswick, Newark, and Camden).
- This position will manage Windows and Linux servers that run extensive custom and commercial software.

Qualifications
Minimum Education and Experience |
- Bachelor's degree or an equivalent combination of education and experience, plus three years of experience as an Administrator of Windows environments, including Windows Server 2012R2, 2016, 2019, and Windows 2022.

Certifications/Licenses |
- A valid driver's license would be required for this position.

Required Knowledge, Skills, and Abilities |
SME level of experience managing Microsoft's AD DS, DNS Server, File and Print Services, DFSR, IIS, Remote Access Server, Remote Desktop Services, BitLocker and Windows Server Update Services.- Strong PowerShell scripting skills and demonstrable experience building complex PowerApps applications.
- Experience managing network/application monitoring systems leveraging WMI and SNMP traps.
- Strong Microsoft SQL experience; able to create, secure, restore and maintain databases. Capable of troubleshooting common database issues and skilled at optimizing large, complicated SQL statements.
- Experience with Center for Internet Security tools and controls (e.g., CIS CSAT Pro, and CIS CAT Pro)
- Hands-on experience with Office 365 services such as Power Apps, Power Automate and SharePoint.
- Knowledge of SolarWinds' Orion Platform, including products such as NPM, SAM and NTM
- Ability to understand complex networks and system architectures.
- Excellent analytical and problem-solving abilities.
- Great communication and interpersonal skills, including oral, written and presentation.
- Willingness and ability to learn new technologies as needed.

Preferred Qualifications |
MCSA Windows Server 2016 and Windows Server Hybrid Administrator Associate certifications preferred.- Experience in an academic computing environment is preferred.
- Supervising computer consultants or technical support staff is preferred.
- If substituting experience for a bachelor's degree, 10 years of IT server administration experience is preferred.

Equipment Utilized |
- The incumbent must be familiar with various server hardware and configurations, operating systems like Windows Server 2012R2, 2016, 2019, and 2022, and third-party applications. They should also be adept with cybersecurity tools, monitoring solutions like SolarWinds and Splunk, incident response tools such as Opsgenie, and data classification tools.
- Additionally, they need to manage Microsoft Group Policy, file shares, helpdesk ticketing systems, remote support tools, and IT asset management databases, ensuring compliance with Rutgers Information Policy 70.1.2 and maintaining accurate network and asset information.

Physical Demands and Work Environment |
- The position maintains critical infrastructure services available 24O7; the incumbent would be required to be on-call for problems to be resolved quickly. At times, the incumbent may need to work outside regular work hours during scheduled maintenance windows to minimize the impact on operations.
