The anticipated annual salary range is $100,000 - $159,800 with relocation support available.

Summary:

The University Bursar plays a pivotal role in shaping student financial services at one of the nation's leading public research institutions. This key leadership position oversees all aspects of student billing, receivables, loan administration, and cashiering operations across WSU's multi-campus system, with direct responsibility for services at the Pullman campus.

The University Bursar will lead the timely and accurate collection of over $490 million in student tuition and fees, $12 million in non-student receivables, and manage federal and institutional loan programs totaling $15 million. The role is critical in ensuring regulatory compliance, financial accountability, and high-quality service to students, families, and internal partners.

This is a unique opportunity to collaborate with finance, enrollment, and IT leaders to strengthen operational effectiveness, enhance the student experience, and contribute to the university's broader mission of access and excellence.

How you will spend your time:

Accounts Receivable & Collections Oversight

    Direct all aspects of university-wide student and non-student receivables, collections, and student loan billing.
  • Oversee third-party billing, short-term loans, and scholarship application processes.
  • Ensure compliance with federal and state regulations, including the Fair Debt Collection Practices Act.

Strategic Planning & Fiscal Management

  • Establish long- and short-term goals, strategic plans, policies, and procedures for the Bursar's Office.
  • Administer the office's budget and allocate resources to maximize operational efficiency.
  • Provide financial reporting and oversight in collaboration with internal departments and external auditors.

Student Information Systems & Operational Effectiveness

  • Serve as business lead for systems integration, including collaboration with ITS and Workday teams.
  • Oversee timely processing of billing statements, disbursements, and reconciliations within ERP and student information systems.
  • Ensure compliance and data integrity for student financial records and reporting.

Leadership & Team Management

  • Lead, supervise, and develop a high-performing team.
  • Provide clear guidance and foster a customer service-oriented culture.
  • Oversee recruitment, performance evaluation, and professional development for staff.

Accounting & Regulatory Compliance

  • Ensure accounting practices align with GAAP and GASB standards.
  • Manage reconciliation, reporting, and IRS compliance (1098-T, 1042-S).
  • Coordinate with auditors and internal stakeholders on financial reporting and compliance.

Cashiering & Financial Systems Oversight

  • Oversee student and departmental cashiering functions, including TouchNet and ERP integration.
  • Ensure accurate processing of payments, deposits, and student refunds.

What you will bring:

  • Bachelor's degree in Accounting, Business, Finance, or related field.
  • Minimum of 6 years of progressively responsible experience, including 3+ years in a management role.
  • Strong understanding of accounts receivable systems, student financial services, and compliance frameworks.
  • Experience in strategic planning, resource management, and personnel supervision.
  • Strong leadership and communication skills.
  • Strategic thinking and problem-solving abilities.
  • Deep understanding of regulatory compliance and financial reporting.
  • Proven ability to build collaborative relationships across departments.
  • Commitment to equity, diversity, and inclusion in service and practice.

Preferred Qualifications:

  • Master's degree in a related field or CPA certification.
  • Experience in higher education finance, student loans, and collections.
  • Familiarity with Workday, PeopleSoft, or similar ERP systems.
  • Knowledge of Fair Debt Collection Practices Act and federal student aid regulations.
