Purpose of Position
The Director of Benefits develops, administers, and manages all U.S., International, and expatriate benefit programs, including health and welfare, Defined Contribution and Defined Benefit Retirement Plans for FlightSafety International, FlightSafety Textron and FlightSafety Defense.
Tasks and Responsibilities
- Creates technical, flexible benefit plans and documents in accordance with Section 125 of the Internal Revenue code and other related Federal and State statutes.
- Engages in coordinated discussions and agreements regarding insurance contract renewals with brokers.
- Creates and distributes written guidelines, direction, and enrollment material to FlightSafety teammates.
- Reviews, modifies, and coordinates issuance of insurance certificates and summary plan descriptions with insurance carriers and other providers of benefits services.
- Manages relationships and service levels of all benefit vendors and insurance carriers.
- Serves as the Secretary in her capacity as a member of the FlightSafety 401(k) Retirement Plan Committee on important affairs of the Plans. Leads quarterly plan committee meetings.
- Provides guidance, training, and direction concerning benefit programs to all Learning Center and other geographically separated Teammate Resources representatives.
- Ensures compliance with regulatory requirements involving benefits, such as ACA, COBRA, ADA, ERISA, and coordinates compliance activities with other HR and operational needs.
- Develops and publicizes benefits administrative policies and procedures to provide consistency and fairness in personnel related practices and procedures.
- Manages all wellness programs including health and welfare and financial wellness programs.
- Manages the release and maintenance of teammate benefit information and communications on the company intranet sites.
- Trains the corporate staff in benefit administration and compliance.
- Manages ongoing and annual benefits enrollment including plan design changes, system changes, testing, plan document revisions, teammate communications, escalated issues and benefit vendor management.
- Provides guidance and direction regarding innovative corporate personnel strategies, policies and programs that are contemporary, teammate oriented, cost effective, and in full compliance with Federal, state and local laws.
- Responsible for development and maintenance of benefits related Human Resources Information Systems including documenting requirements, working with payroll and IT on solutions and testing. Assists in the development of other Teammate Resources Information Systems.
- Prepares and files all compliance reports for FlightSafety International, FlightSafety Textron and FlightSafety Defense health and retirement benefit plans including but not limited to Form 5500s, Medicare Part D, QSLOB and ACA reporting (reinsurance, PCORI, and 1095B).
- Provides all legally required benefit and leave of absence notices to teammates, including, but not limited to SARs, Medicare Part D, SPDs, CHIPRA, ACA 1095C, FMLA, and New Jersey Family Leave.
Minimum Education
- Four (4) year degree in Business/HR or related discipline or five (5) years of related experience.
Minimum Experience
- Eight years of benefits experience, with two years in a supervisory position, including responsibilities in Section 125 benefits administration, compliance with federal regulations and development of policies and procedures.
Knowledge, Skills, Abilities
- Solid knowledge of applicable Windows based applications.
- Fluent in the English language.
- Excellent verbal and written communication skills.
- Ability to clearly relay information, both verbally and written, to others.
- Ability to read, analyze, and interpret government regulations and complex documents, such as Section 125 benefits, Family Leave Medical Act, and ERISA.
- Ability to respond effectively to the most sensitive inquiries or complaints.
- Ability to define problem, collect data, establish facts, and draw valid conclusions.
- Ability to write reports, correspondence, and procedure manuals.
- Ability to supervise teammates.
Physical Demands and Work Environment
While performing the duties of this job, the teammate is regularly required to sit, use their hands and fingers, to handle or feel; reach with hands and arms; and talk or hear. The teammate must occasionally lift and or move up to 20 pounds. The teammate must have close and distance vision and the ability to adjust focus.
