The Capture Manager plays a critical role in identifying, strategizing, and positioning the company for successful bids by leading the capture process for key opportunities. This position requires close collaboration with business development, proposal teams, and technical subject matter experts (SMEs) to develop capture strategies, win themes, and teaming approaches. The Capture Manager ensures that each opportunity is positioned to maximize win potential through competitive intelligence, customer engagement, and data-backed strategic planning.

The Capture Manager is responsible for leading and managing capture efforts from opportunity identification through proposal submission. This includes developing and executing capture plans, analyzing competitive positioning, and engaging key stakeholders to optimize win potential. The role requires a proactive approach to customer engagement, strategic teaming decisions, and the application of industry best practices to enhance the company's competitive edge.

This position also involves ensuring the accuracy and timeliness of capture-related data, and facilitating effective knowledge sharing within the organization.

Primary Responsibilities:



  • Lead capture efforts to secure new business and complex re-compete contracts
  • Develop capture strategy and plans to include refinement of the proposed solution, competitive analysis, and the identification and engagement of teaming partners
  • Develop and maintain an awareness and understanding of Optum State Government Solutions' core capabilities, solution offerings, and current/target account multi-year strategy and forecast information
  • Participate in pipeline reviews to include presentation of opportunity reviews, and managing positioning and readiness for go-no-go decisions
  • Coordinate company and other team member resources to develop a high-quality, credible, and compelling solution offering
  • As needed, serve in active capacity in the proposal process to include scheduling, creating outlines, color team reviews, stand up calls, white glove reviews, and production

Required Qualifications:



  • 5+ years of experience working in government procurement and/or RFPs
  • Experience drafting and editing proposals for submittal ensuring we have compelling and compliant proposals
  • Intermediate capability in MS Office Suite (Word, Excel, PowerPoint and SharePoint)
  • Proven success developing, executing, and nurturing contract wins



Preferred Qualifications:



  • Intermediate technical and proposal writing experience
  • Experience with sourcing tools like GovWin
  • Existing knowledge of State Government Medicaid and other HHS programs
  • Proven ability to be a team-oriented multi-tasker with demonstrated reasoning and communications skills, both oral and written

The salary range for this role is $124,500 to $239,400 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
