Job Summary

We are seeking a highly motivated and detail-oriented Full Stack Programmer, Associate to support the client in its Unemployment Insurance (UI) Modernization efforts. The successful candidate will work closely with a diverse team to provide critical application development, architectural engineering, operations and maintenance (O&M) services, and state IT implementation assistance. This position will be integral in the continued development and maintenance of the UI Modernization initiative, involving scalable solutions, cloud and hybrid infrastructures, and support for client's strategic vision to enhance user interfaces and data management.

Key Responsibilities

Operations and Maintenance Support



  • Assist in the maintenance and support of existing UI Modernization systems, ensuring ongoing functionality and the timely identification of system upgrades and patches.





  • Provide support for Configuration Management (CM), including maintaining and implementing CM plans, administering signoff procedures, and ensuring the release management process is followed.





  • Support database management tasks including performance monitoring, capacity planning, and troubleshooting, ensuring compliance with security standards and conducting necessary patching and remediation.





  • Provide troubleshooting and problem-solving support for applications, including root cause analysis and remediation of application vulnerabilities.





  • Work with cross-functional teams in SCRUM environments to ensure smooth execution of tasks, participate in retrospective evaluations, and follow agile processes.



State IT Implementation Assistance



  • Support state-level IT implementation for UI modernization, including providing software engineering, platform design, and data analysis/reporting support.





  • Collaborate with stakeholders to resolve state-level IT challenges, ensuring timely delivery of solutions and data-driven reporting for decision-making.





  • Provide necessary resources and assistance in preparing reports such as implementation plans and after-action reports that document lessons learned.



Software Engineering and Development



  • Design, develop, and enhance software components of the UI Modernization system, including maintaining the Claimant Interface application.





  • Support new application development and sustain engineering practices for existing software, ensuring DOL-centric modular frameworks.





  • Participate in the preparation of IT security documentation and artifacts for system accreditation, and implement necessary patches for security vulnerabilities.



Testing and Deployment Support



  • Work closely with DOL OCIO and/or State UI IT staff to develop and execute testing plans for user acceptance, performance, and end-to-end testing.





  • Ensure software applications meet quality standards and functional requirements, utilizing automated and manual testing techniques.





  • Provide Tier 3 help desk support for any issues encountered by states during the UI modernization process, addressing problems efficiently.



Software Architecture and Platform Support



  • Assist in the design and development of software architecture and platforms that meet DOL and State UI business requirements.





  • Evaluate and recommend new technologies, monitor platform performance, and provide sustaining engineering for existing software systems.



Data Analysis and Reporting



  • Extract and analyze data from various sources to prepare statistical reports, executive presentations, and data visualizations for DOL and state leaders.





  • Detect discrepancies and report exceptions or deficiencies in system data, providing necessary adjustments and insights for improvement.



Qualifications



  • Education: Bachelor's degree in Computer Science, Information Technology, or a related field.





  • Experience: 2-3 years of experience in system programming, application development, and software engineering.





  • Preferred Certification: ITIL, SCRUM, or related certifications are a plus but not required.





  • Experience with operations and maintenance support, database management, and configuration management.





  • Familiarity with Agile methodologies and participation in SCRUM teams.





  • Experience in working with cloud and hybrid infrastructures is a plus.





  • Strong understanding of secure data transfer, application testing, and software deployment.





  • Proficient in programming languages such as Java, C++, Python, or similar.





  • Knowledge of software development lifecycle (SDLC) and system architecture design principles.





  • Ability to troubleshoot and resolve complex technical issues.





  • Excellent written and verbal communication skills.





  • Strong analytical skills and attention to detail.



Compensation and Benefits

The projected compensation range for this position is $97,700 to $125,200 per year benchmarked in the Washington, D.C. metropolitan area. The targe salary for this position is $110,600. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
