Principal Cyber Engineer needed for a direct-hire opportunity with SOC's client to work in Chantilly, VA.

US Citizenship with active Top Secret Clearance is required!

Responsibilities


  • Outline project and program requirements, detailing cost factors, timelines, and technical goals.
  • Evaluate the effects of changes in scope, deadlines, and budget, and implement necessary adjustments.
  • Recommend the optimal combination of skills and expertise needed for successful program execution.
  • Create and present detailed updates on technical progress, financial status, and scheduling to both internal stakeholders and external partners.
  • Apply risk management principles to identify, assess, and address potential project risks.
  • Oversee the use of performance tracking tools like Earned Value Management (EVM) to support informed decision-making regarding subcontractor and partner performance.
  • Review and address the impact of project modifications on schedules, budgets, and deliverables, ensuring corrective measures are taken as needed.
  • Define key performance indicators to monitor project progress and alignment with strategic objectives.
  • Maintain proactive communication with clients to clarify requirements and provide regular progress updates.
  • Cultivate strong client relationships to support business growth and identify new opportunities.
  • Coordinate activities across third-party vendors and internal teams to ensure project cohesion.
  • Demonstrate expertise in securing new business through strategic proposal development and client engagement.
  • Translate complex technical requirements into actionable project plans, including schedules and budgets.
  • Ensure timely creation of competitive, cost-effective technical solutions that meet client expectations before formal project requests are issued.
  • Implement review processes to verify that proposed technical work aligns with budgetary constraints.
  • Organize proposal teams, selecting strategic partners, subcontractors, and other collaborators as needed, while mentoring staff to support professional growth.
  • Contribute to strategic planning initiatives within the business unit to guide long-term objectives.
  • Deliver high-level presentations to senior leadership, providing insights into technical, financial, and project milestones.
  • Ensure that projects incorporate safety evaluations and establish best practices for maintaining a safe and healthy work environment.
  • Identify emerging technical areas for development, assess organizational strengths and weaknesses, and guide capability growth initiatives.
  • Participate in strategic investment discussions related to research, infrastructure, and employee development.
  • Build and maintain connections with technical leaders to encourage collaboration, support skills development, and promote high-quality project outcomes.

Qualifications

  • Bachelor's Degree in Computer Science, Computer Engineering, Electrical Engineering, or other related field to Cyber; or an equivalent combination of education and or experience in a related field
  • At least 12 years of experience demonstrating progressive responsibility in business development, program management or technical management
  • Track record of leading the technical design and execution of reverse engineering, vulnerability research, or other CNO related projects
  • Seasoned experience in the full lifecycle of projects (requirements, design, research/engineering, test, documentation, and maintenance)
  • Ability to speak to customers at varying levels of technical knowledge to relate value propositions to their mission
  • Ability to travel up to 25% of the time
  • Active SECRET clearance with willingness to obtain a TS/SCI clearance
  • Multiple examples of leading the entire technical solutioning and written volume for competitive proposals
  • Demonstrated ability to grow the scope of programs through on-contract growth

Preferred Qualifications

  • Experience acting as a dual-hatted senior engineer and program manager for Cyber projects
  • Material participation in multi-year capture efforts
  • Active TS clearance with SCI eligibility.

Employment Pre-requisites
