POSITION CONCEPT:

The Engineer - Resource Planning applies advanced analytic techniques and creative problem-solving skills to prepare and present complex reliability studies, system economic evaluations, business development opportunities, and resource expansion and operation optimization to lower cost for customers and grow earnings for the company. Supports regulatory activities including assisting in testimony preparation, answering interrogatories, and responding to data requests.

*Engineer Classification is multi-level, based on the qualifications guidelines as outlined in the Company's Engineer Career Path, Administrative Policy 2.13. A minimum classification of an Engineer I is required in this position.

DUTIES AND RESPONSIBILITIES:

Within the limits of authorized objectives, policies, procedures, plans, schedules and budgets, this position has the responsibility and commensurate authority to:



  • Perform utility power system analyses using production cost and capacity expansion simulation software. Ensure the accuracy of the modeling tools in terms of fuel costs, production capability, heat rates, capacity, starting and variable operating cost, contract terms, scheduling flexibility, constraints, and availability.
  • Plan and perform economic evaluations of existing and new energy resources to develop optimal portfolios, incorporating the consideration of various scenarios and risks such as fuel and electric market prices, reliability criteria, environmental requirements, and technology developments. Examples of such analyses include the evaluation of system upgrades, capital projects, solar and other renewable generation expansion, battery storage, and decarbonization initiatives.
  • Develop comprehensive plans to obtain or add new capacity and energy resource alternatives, including the evaluation of Purchase Power Agreements (PPA), to best meet the reliability and economic needs of Tampa Electric system in the most cost-effective manner for customers.
  • Summarize and present the results of complex analyses and related content to different levels of management and affiliated companies, including senior executives.
  • Assist in the reporting of forecast data to regulatory bodies and affiliated companies. This includes development of regulatory strategy, preparation of exhibits, preparation of interrogatories, strategic or policy discussions with management of other companies and regulatory staff, and assisting in the preparation of direct, and/or rebuttal testimony in regulatory proceedings.
  • Coordinate the development of the yearly Generation, Fuel and Interchange (GFI) and Ten-Year Site Plans (TYSP) forecasts. Request and verify key input data from supporting departments, including Fuels, Regulatory, Wholesale Marketing, Load Forecasting, and Plant Operations.
  • Conduct bench-marking activities and review of existing and new modeling techniques. Recommend continuous improvement and revisions in either the models or methods. Maintain models and supporting documentation in auditable format in accordance with regulatory and accounting standards.
  • Participate in SERC, FRCC and other regulatory authority committee meetings as required.
  • Coordinate third party engineering studies and analyses as required.
  • Remain knowledgeable about evolving energy resources and industry trends and apply that knowledge to all analyses, strategies, and communications.



EDUCATION:

Required: Bachelor of Science in Engineering degree from an ABET accredited four-year college

Preferred: Master's level degree in business or technical field from a college accredited by the Commission on Colleges or ABET.

LICENSES/CERTIFICATIONS:

Preferred: Valid registration as a Florida Professional Engineer

EXPERIENCE:

Required: At least 18 months of related Engineering experience or 12 months with a Florida Engineer license. Related experience consists of wholesale marketing, system planning, engineering, operations, data analytics, financial analysis, advanced modelling, pricing or revenue requirements.

Preferred: Four years of related experience consisting of wholesale marketing, system planning, engineering, operations, data analytics, financial analysis, advanced modelling, pricing or revenue requirements.

KNOWLEDGE/SKILLS/ABILITIES:

Required: Proficient computer skills in Microsoft Windows and Microsoft Office programs (Word, Excel, and PowerPoint).

Preferred: Familiarity with capacity expansion and production cost models such as PLEXOS (preferred), Aurora, PROMOD, or Planning and Risk.



  • Basic knowledge of Microsoft Teams and SharePoint, and advanced knowledge of Excel (use of pivot tables, macros, etc.).
