About the Job

The Tribal Training and Certification Partnership is operated through the Department of Social Work, University of Minnesota Duluth. The Curriculum Development Manager is responsible for handling complex and specialized educational instruction within the TTCP by applying in-depth subject matter expertise and knowledge to curriculum content development. The curriculum development manager will utilize tools, resources and relationships to develop tribal curriculum for tribal nations and specialized Indigenous content curriculum for all other statewide partners. The position will provide expertise in the design and development of specialized content and lead initiatives to improve and expand training content. This position will collaborate with the outreach and development department, technology department, tribal liaisons, training supervisor, and management to develop training, evaluation of content, and continuous quality improvement to maximize learner engagement, application, design and delivery. While the Curriculum Developer does not need to reside in Duluth, frequent travel to the downtown Duluth office will be required.

This is a hybrid position.

Qualifications

Required Qualifications:

  • Advanced degree in social work or relevant field, and at least 6 years of experience.
  • Significant recognition in the field may be considered as some type of substitution.
  • Evidence of skills and successful accomplishments in areas similar to specific job
    responsibilities.
  • 3 or more years experience in curriculum content development
  • 1 or more years experience working with ICWA, Indigenous content, or a Tribal program

Preferred Qualifications:

  • 1 or more years experience working within Indian Child Welfare
  • Knowledge of tribal nations and systems
  • Demonstrated ability to work successfully within a team
About the Department

Primary Responsibilities:

1. (40%) Develop curriculum and content along with the tribal liaisons that meets the needs and
requests of Minnesota Tribal Nations.

  • Initiate meetings and partnerships with tribal nations to understand their curriculum needs.
  • Work independently as well as part of an internal team to develop content and training.
  • Initiate weekly collaborative meetings with tribal liaisons to understand the needs of the
    tribal nations and work on content development.
  • Support and teach liaisons in instructional design, topic competency development, learner
    engagement and application.
  • Provide expertise in the design and development of tribal child welfare foundation courses,
    including review of designs or improvements through an Indigenous lens.
  • Provide expertise in the content development of Tribal youth wellbeing courses, Native
    family preservation and case management, Indigenous practice models, Indigenous
    knowledge sharing, as well as tribal social work practices and other topics impacting tribal
    social workers.
  • Provide complex problem solving. Tribal needs and training foci change with internal code
    changes, leadership changes, federal and state policy changes. Utilize creativity and
    adaptive management practices to meet tribal needs.
  • Utilize extensive knowledge of tribal sovereignty and jurisdiction, Title IV-E, implement
    research and incorporate federal policy into complex tribal child welfare system needs for
    training.

2. (40%) Develop curriculum and content for statewide workers for competency in Indigenous family systems, tribal jurisdiction and sovereignty, the Indian Child Welfare Act and Minnesota Indian Family Preservation Act toward worker certification and improved practice with American Indian families and nations.

  • Initiate meetings with marketing and communications unit and liaisons to understand the
    needs of the counties, guardian ad litem program law enforcement.
  • Attend MACSSA meetings when requested to understand training and curriculum needs of
    counties.
  • Collaborate with the Minnesota Child Welfare Training Academy to discuss American Indian
    training content.
  • Initiate complex problem solving to understand county training needs and best interests of
    American Indian tribal nations when developing training curricula.
  • Utilize extensive knowledge of the Indian Child Welfare Act, Minnesota Indian Family
    Preservation Act, Title IV-E, Children's Bureau Policy Manual, and other applicable policies
    and guidance to drive curriculum content.
  • Provide expertise in design and development of external stakeholder courses.
  • Collaborate with community liaison to understand the training needs of external
    stakeholders, facilitate meetings with stakeholders, coordinate resource needs with business
    manager and monitor curriculum development budget.

3. (20%) Define standards and goals of learning and devise methods for meeting those goals.

  • Ensure materials, educational aids, guides and content readiness before trainings.
  • Assist in measuring effectiveness of learning for each course, accepting evaluation feedback
    and quality improvement recommendations, and incorporating improvements into existing
    content. Develop benchmarks and proficiency measures to assess learner achievement
    toward certification.
  • Synthesize both practice based tribal evidence along with research findings into curriculum
    content, reference materials, guides, and other materials.
  • Observe, monitor, and advise trainers on the delivery of curriculum and teaching
    methodology.
  • Assist with teaching specialized or advanced content.
  • Manage curriculum projects through to successful completion. Creates curriculum
    development written process and procedure to improve program efficiency and quality of
    course development that meets academic standards.
  • Work with internal and external stakeholders to gain full working knowledge and
    understanding of training needs around Native families in the child welfare system in
    Minnesota.
  • Work toward publication of journal articles around content and the work of the Tribal
    Training and Certification Partnership.
  • Work independently and utilize extensive knowledge toward decision making; look for
    supervisory approvals when needed for use of financial resources but otherwise require
    minimal managerial oversight.
  • May supervise other curriculum developers.
  • Define standards and goals of learning and devise methods for meeting those goals
Pay and Benefits

Pay Range: $75,000-$85,000; depending on education/qualifications/experience

Time Appointment: 75%-100% Appointment
