Position Title: Investment Operations Manager
Job Description:
Oregon State Treasury is recruiting for a seasoned and experienced Investment Operations Manager to join our team. This position will oversee data, reporting, trade operations, and analysis of the investment operations team and the assets under management of the Oregon State Treasury. The investments include the OPERF, SAIF, Common School Fund, Oregon Short Term Fund, Oregon Local Government Intermediate Fund and other state agency portfolios, comprised of public equities, fixed income, private equity, real estate, and alternative investments.
Supervises and manages the investment operations team. Ensures accurate and timely data and reporting, as well as review of investments for state managed assets. Responsible for planning, organizing, directing, and coordinating day to day activities of the investment operations team. This includes tasks and projects that are done a daily, month, quarterly, semi-annual, and annual basis. This position is responsible for hiring, discipline, dismissal, recommendation of salary adjustments, evaluating performance, and responding to grievances.
Through ongoing coaching and communication, works with employees to enhance the continuous improvement of employee's skills. Ensures employee development plans, position descriptions, written performance appraisals, and training documentation for each subordinate are current. Maintains a supervisory file on each subordinate employee.
Coordinates with external third-party relationships including the custodian, service providers and consultants to ensure all necessary information is managed and disseminated. Ensures that all reporting is provided to investment officers, OIC members and external parties as required. Provides coordination and process oversight of investment analytics, reporting, reconciliation, data management, confirmation, trade settlement and other operational services.
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's Tigard office . One day in the office per week on Thursdays, and occasional Fridays. Based on business needs, some weeks may require additional days in office. Onboarding will require direct supervision and thus more time in the office initially until adequate training has taken place.
$112,836 - $175,068 annually. There is a 6.55% cost of living adjustment that will be applied to the salary listed above. This is scheduled to happen January 1, 2025.
This position is classified as a Senior Investment Analyst. This position is management service.
Required Minimum Qualifications
A bachelor's degree in business or finance, or any degree demonstrating the capacity for the knowledge and skills, four years of investment management experience, and three years of supervisory experience.
Experience working within trade operations. Knowledge of investment operations, investment performance attribution, investment types, asset classes (both public and private), sectors, factors, benchmarking, and peer group comparison techniques.
