Job Summary The Medical Director, CORE and Ambulatory Services (Medical Director) is responsible for providing administrative leadership for diverse clinical needs of patients with HIV and/or other communicable diseases, quality improvement activities, patient safety initiatives, budget, grants and research throughout for Cook County Health (CCH) CORE and Ambulatory outpatient clinics under direction of the Chair of the Division of Infectious Disease. The Medical Director will provide direct patient care as an attending physician in the Division of Infectious Disease of CCH hospitals and clinics. Participates in CCH approved projects and/or committees. General Administrative Responsibilities Collective Bargaining
- Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
- Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
- Document, recommend and effectuate discipline at all levels
- Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
- Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
- Direct and effectuate CCH management policies and practices
- Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
- Contribute to the management of CCH staff and CCH' systemic development and success
- Discuss and develop CCH system policies and procedures
- Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
- Work with Labor Relations to discern past practice when necessary
Typical Duties
- Oversees the hiring and supervision of medical providers of HIV care in the CORE and Ambulatory clinics.
- Supervises and leads out-patient Core and HIV Ambulatory services.
- Participates in developing, guiding, managing, implementing, monitoring and enforcing clinical, administrative, educational, quality improvement and research pertaining to Infectious Disease
- Coordinates the scheduling of provider clinical activities.
- Establishes standards of care and designs and implements clinical resources (e.g., guidelines, care sets) that facilitate their consistent attainment.
- Establishes and monitors clinical quality metrics and performance standards.
- Collaborates with CCH Ambulatory Leadership to ensure seamless integration of HIV and other infection care into the operations of Core and the Ambulatory clinics.
- Serves as full-time attending physician in Infectious Disease non-teaching and teaching services at CCH Hospitals.
- Provides Clinical care for HIV and other communicable diseases in the in-patient and out-patient settings for CCH hospitals and clinics.
- Maintains an active clinical load of at least 70%.
- Sets standards and ensures the provision of consistent high quality Infectious Disease care by educational, assisting, and guiding primary care physicians in the appropriate management of patients.
- Responsible for regulatory (Joint Commission, etc.) compliance monitoring, auditing, and improvement.
- Participates in quality, clinical operations and other committees as appropriate.
- Participates in the Division performance improvement program, and departmental and hospital improvement activities.
- Interfaces with public health responses relevant to Infectious Diseases and/or sexual health.
- Serves as member on system committees as assigned.
- Performs other related duties as assigned by the Division Chair or designee.
Reporting Relationship Reports to the Chair of the Division of Infectious Disease
Minimum Qualifications
- Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) Degree from an accredited medical college, university, or foreign equivalent
- Must be Licensed as a Physician and Surgeon in the State of Illinois prior to starting employment
- Must be cleared for privileges by Medical Staff Services by start of employment
- Board Certification in Infectious Diseases with the American Board of Internal Medicine (ABIM)
- Five (5) years of experience as an attending physician in the practice of Infectious Diseases and ambulatory HIV care with at least one (1) year of training residents and/or fellows
- One (1) year of experience in leadership within a hospital or health system
Preferred Qualifications
- Two (2) years of work experience in administering clinical, educational, quality assurance or research programs related to Infectious Disease
Knowledge, Skills, Abilities and Other Characteristics
- Working knowledge developing and implementing clinical research protocols and managing the regulatory requirements of these studies.
- Knowledge and proficiency with Microsoft Office
- Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
- Strong interpersonal and empathy skills
- Demonstrate clinical research skills and techniques for extracting and reporting information
- Demonstrate analytical and organizational, problem-solving, critical thinking, and conflict management/resolution skills

- Demonstrate the ability to teach, educate Accreditation Council for Graduate Medical Education (ACGME) and research grant programs
