Job Summary

The Director of the Division of Adult Emergency Medical Services (Director) is responsible for clinical operations of the department and supervision of the administrative staff, under direction of and reporting to the Chair of the Department of Emergency Medicine. This involves operational guidance for the department to ensure optimal patient care. This position provides leadership and management for the department and works cooperatively and supportively with members of the Emergency Department and hospital medical staff for both John H. Stroger, Jr. Hospital and Provident Hospital for Cook County Health (CCH).

General Administrative Responsibilities

Collective Bargaining



  • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
  • Participate in collective bargaining negotiations, caucus discussions and working meetings


Discipline



  • Document, recommend and effectuate discipline at all levels
  • Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
  • Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements


Supervision



  • Direct and effectuate CCH management policies and practices
  • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements


Management



  • Contribute to the management of CCH staff and CCH' systemic development and success
  • Discuss and develop CCH system policies and procedures
  • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
  • Work with Labor Relations to discern past practice when necessary


Typical Duties

Divisional Duties:

General



  • Provides leadership, planning, organization, staffing, coordination, and evaluation for emergency department activities
  • Responsible for medical administration, personnel, and activities in the emergency department
  • Responsible for the ethical practice of emergency medicine within the department
  • Ensures collaborative effort in patient care with nursing
  • Acts as liaison with hospital administration and medical staff
  • Ensures adequate daily scheduling in Emergency Department (ED)
  • Collaborates with Department Chair on hospital and hospital department on issues involving patient experience, patient safety, and throughput



Administrative / Operations

Provides supervisory role to Emergency Medicine Administrative Director and Assistant Director and assists with operational issues. This is facilitated by daily interaction and scheduled weekly meeting to review the following:



  • Ensures the supply requisitions are complete. Reviews requests for new supplies from the ED staff. Reviews deficiencies in stocking and supplies
  • Updates capital purchases
  • Reviews requests for capital improvements in the ED and follows-up on timelines for completion of hospital projects
  • Receives updates from clinical engineering for repairs or servicing of any ED equipment
  • Reviews IT issues including daily computer performance issues and database updates
  • Reviews clerical staff performance including staffing and absences
  • Ensures cleanliness of department with environmental service updates
  • Facilitates clerical interaction with nursing
  • Ensures updated contact list and on-call references for ED consultations
  • Reviews patient complaints and requests from billing department
  • Reviews throughout issue with bed control when needed


Provides support role to ED physicians in the Adult Emergency Services (AES) division. Provides mentorship to AES attending's to facilitate their interest in administrative projects. This is facilitated by daily interactions as well as scheduled monthly meeting to review operational issues including:



  • Reviews the weekly and monthly throughput times of patients in the department and makes recommendations for improvement in the operational flow of the department to optimize the patient experience
  • Reviews data from laboratory including throughput times of results as well as efficiency of the ED lab. Meets with laboratory leadership to acquire and review new testing and instruments
  • Collaborates with Radiology for feedback to facilitate optimal transport times and reviews problematic cases and over reads
  • Reviews pharmacy issues with dedicated PharmD in department. Revises current electronic prescriptions and updates current ED formulary
  • Reviews current performance improvement projects in the department
  • Reviews EMS issues with EMS coordinator
  • Facilitates administrative research projects between committee members and Emergency Medicine residents
  • Reviews current IT projects and suggestions for IT improvements from staff.
  • Updates current contacts for hospital services and consultation
  • Reviews clinic referrals to hospital specialty services. Refines algorithms for referrals. Ensures adequate communications between specialty services and department leadership
  • Updates ED equipment and supplies to ensure latest technology and equipment is utilized in department. In-services physicians and staff when new equipment arrives in department
  • Reviews patient complaints and summarizes reports for hospital QA reports. Understands patterns in patient complaints to facilitate the patient experience in the department
  • Reviews departmental staffing including clerical, nursing, physician and physician assistants
  • Reviews registration process and provides feedback to registration administration. Facilitates communication between hospital registration and ED to ensure prompt and accurate billing. Ensures implementation of hospital billing and clerical policies
  • Assembles and reviews departmental QA for hospital-wide presentation and review
  • Reviews ED transfers to and from the emergency department
  • Reviews STEMI cases and implements any new policies to continue accreditation as STEMI referral center
  • Updates Stroke protocol to ensure continued accreditation as Stroke Center
  • Reviews psychiatric referrals from the ED and update current policies. Reviews problematic referrals to psych facilities
  • Engages nursing in departmental projects. Works to collaboratively improve the patient experience
  • Reviews the Pres-Ganey scores for the hospital and specifically the emergency department. Makes suggestions for improvement to the nursing and physician staff
  • Disseminates operational information to the nursing and physician staff. This includes residents, attending physicians, and physician assistants


Provides liaison role to ED nursing to facilitated patient care in the department. This is facilitated by daily interaction as well as scheduled weekly meetings to review nursing interactions in the ED including:



  • Updates of nursing staffing in the ED. Works with the Director of Emergency Room & Trauma-Nursing to refine nursing roles in the department
  • Focuses on patient flow and throughput in the department
  • Assists nurse coordinators and nurse director in trouble shooting daily operational issues
  • Reviews requests to hire, postings, and disciplinary actions
  • Provides feedback on nursing performance from physician staff
  • Reviews duties and integration of ED techs into the department flow
  • Reviews staffing patterns and makes suggestions based on patient volume
  • Integrates hospital policies into the ED. Review any issues with ED nursing Director
  • Revises and refines the role of the emergency department coordinators. Assist coordinator staff as needed
  • Assists with the implementation of any Joint Commission recommendations
  • Reviews Press Ganey information as it pertains to nursing


Provides liaison role to hospital administration and medical staff in daily operations. Typical interactions would include:



  • Responds to issues from administration concerning patient interactions, departmental policies, or departmental procedure in a timely manner
  • Responds to inquiries from medical staff or administration concerning patient encounter, clinic information, or clinic referral
  • Reviews all oversight cases in a timely manner
  • Participates in hospital wide projects and committees as directed by hospital administration
  • Addresses patient complaints in a timely manner
  • Responds to any visits by Joint Commission or IDPH. Responds to any inquiries in immediate manner
  • Updates department policies and procedures to reflect current ED practice as it pertains to medical staff


Provides direct support to Emergency Department Chair including:



  • Facilitates weekly schedule meetings with nursing to update status of ED projects and weekly operations
  • Collaborates on department and hospital wide policies
  • Reviews current staffing and hiring
  • Provides weekly updates on ED operations
  • Assists in requests, policy clarifications, and committees as directed by hospital administration
  • Updates capital improvements for department
  • Assists with requests for ED budget


Clinical Duties



  • Sees patients who present for care in the ED
  • Provides appropriate supervision to ensure quality patient care by staff, physician assistants and students in the ED. Provides overall supervision of all the cases seen the area
  • Provides appropriate medical care, appropriate discharge planning, appropriate decisions regarding admission of patients to various services, appropriate laboratory and x-ray procedures are ordered, and ensures overall quality of patient care in the area
  • Promptly completes charts and follow the appropriate procedures for patient billing
  • Ensures efficient flow of patients through the ED. Laboratory and X-ray studies are retrieved in a timely fashion and decisions made to discharge or admit patients as rapidly as possible, while ensuring patient quality is maintained
  • Follows and enforces existing policies and protocols in the department
  • Serves as a role model to all house staff/students and must be present, at all times, both for appropriate manner of providing patient care, contact with the family, and contact with ancillary personnel including nursing staff and staff from other services
  • Provides leadership in the department while on duty and resolves administrative issues according to established policies and procedures
  • Responds to requests from nurses and other emergency department personnel for patient evaluations and decisions regarding care
  • Attends faculty meeting and departmental conferences as directed by the Department Chair
  • Lectures to the residents and medical students
  • Participates in research projects and scholarly activities
  • Maintains an active clinical load of at least 70%
  • Performs other related duties as necessary



Minimum Qualifications



  • Doctor of Medicine (MD) or Doctor of Osteopathy Medicine (DO) from an accredited college or university
  • Licensed as a Physician and Surgeon in the State of Illinois prior to starting employment
  • Must be cleared for privileges by Medical Staff Services by start of employment
  • Board certified in Emergency Medicine by the American Board of Emergency Medicine
  • Completion of an ABEM or American Osteopathic Board of Emergency Medicine (AOBEM) approved Emergency Medicine Residency Program
  • Five (5) years of work experience as an Attending Physician in the practice of Emergency Medicine with at least three (3) years of this experience training residents and/or fellows
  • Two (2) years of work experience in administering clinical, educational, quality assurance, or research programs related to Emergency Medicine

  • Thorough knowledge of Emergency Medicine principles, practices and procedures
  • Thorough knowledge and understanding of the Health Insurance Portability and Accountability Act (HIPAA) to ensure the protection of the confidentiality and security of healthcare information for all patients
  • Knowledge of the principles and methods of training medical staff to ensure standards of care meet or exceed expectations
  • Excellent leadership skills
  • Excellent interpersonal and patient relation skills
  • Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements.
