Overview

Planned Systems International (PSI) is seeking Capture Manager to join its business development team, specifically to support national security and defense opportunities within PSI's National Security Sector (NSS). The Capture Manager will be responsible for driving the capture process for new business opportunities and acting as a critical leader in managing the capture lifecycle from opportunity identification through proposal submission. Additionally, the Capture Manager will help shape best practices for capture management within PSI, contributing to the overall success and scalability of the business development function.



Essential Functions and Job Responsibilities

    Identify and qualify new business opportunities for NSS.
  • Lead capture activities for all opportunities (both new and organic), from identification to proposal submission.
  • Conduct market analysis and thorough research of customers, competitors, incumbents, teaming partners, and price-to-win (PTW) to develop and execute the capture strategy for each opportunity.
  • Identify, evaluate, and cultivate relationships with potential teaming partners to strengthen proposal efforts.
  • Negotiate teaming agreements that align with opportunity and organizational objectives.
  • Identify and develop win themes, differentiators, and risk mitigation plans.
  • Lead gate reviews and present capture status, recommendations, and risks to PSI leadership at key milestones.
  • Serve as administrator and manager of bids in the PSI CRM tool (Salesforce-based TechnoMile)
  • Collaborate with solution architects, proposal managers, and pricing teams to align customer requirements with company capabilities, develop competitive solutions, and mature the opportunity.
  • Contribute to writing and editing technical volumes for proposals in response to federal solicitations (e.g., RFPs, RFIs, RFQs), ensuring that the proposals meet all solicitation requirements, including format, structure, and content criteria.
  • Research, interview, gather, and organize technical information from subject matter experts and other stakeholders to craft clear, accurate, and persuasive responses that highlight company strengths and the feasibility of the proposed solutions.
  • Coordinate oral presentation and demonstration requirements to ensure compelling and compliant deliverables.
  • Organize and lead high level client presentations and strategic discussions.
  • Lead high level negotiations with clients including but not limited to contracts, bid pricing, billing, and conflict situations.
  • Establish and document best practices for capture management, mentoring junior capture managers and business development staff.
  • Share lessons learned from past captures to improve processes and outcomes for future opportunities.
  • Support all phases of the proposal lifecycle, including Pink/Red/Gold Team reviews.
  • Support the maintenance and update a library of standard proposal text, templates, and past proposals to streamline future response efforts.
  • Drive growth as a leader, manage existing customer relationships, and help develop new business opportunities in collaboration with business development resources and NSS leadership.
  • Stay current with government procurement trends and agency-specific requirements to align proposals with evolving client needs and writing best practices.


Minimum Requirements

  • 10-15 years of service in the US Armed Forces, preferably Army or Air Force.
  • Active T5 investigation, with the ability to obtain and maintain necessary security clearances as required for access to classified information.
  • Understanding of the missions of the federal agencies providing nation security, including their cultures, organizational components, leadership, major programs, and challenges.
  • Experience working as a capture manager for a Large Business (LB) or a small business that graduated to LB during their tenure.
  • Experience on managing full and open opportunities evaluated for "lowest price technically acceptable" (LPTA).
  • Established portfolio of submittals and awards that include experience in all types of government contracts (FFP, T&M, Cost Plus) and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.).
  • Existing pipeline or growth opportunities in the national security sector.
  • Familiarity with federal contracting requirements, proposal compliance, and solicitation types.
  • Experience writing or contributing to proposal volumes.
  • Strong, detail-oriented organizational skills to manage multiple deadlines and prioritize tasks.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.
  • Strong analytical skills with experience in customer analysis, competitive assessments, and PTW modeling.
  • Excellent communication and interpersonal skills to build relationships with internal and external stakeholders.
  • Proficiency in capture tools and methodologies such as Shipley or similar frameworks.


Desired Qualifications

  • Service in the US Army or Air Force is preferred.
  • 20-25 years of total experience in the US Armed Forces.


Physical Demands

  • Ability and willingness to adhere to an untraditional work schedule, specifically working after hours and on weekends to satisfy tight proposal development schedules and deadlines. The demands for this position fluctuate between busy seasons and off seasons, requiring candidates to effectively and independently balance their time.
  • Ability to effectively communicate in English, including talking and hearing.
  • Ability to operate productively in a fully remote work environment, including the ability to take meetings and phone calls from a quiet and private space during business hours.
