General Responsibilities
This position is a critical team member to help ensure that the college is compliantly administering the federal and state aid programs. This position administers all scholarships at Howard Community College, including HCC Foundation Scholarships, Maryland State Scholarships, Rouse Scholarships, Freshman Focus Scholarships, Silas Craft Scholarships, STEM Scholars, and other grant scholarships as they may become available. This position also creates the HCC Foundation Scholarship application in coordination with a representative from the HCC Foundation. Promotes all available scholarships, including working with other units that incorporate scholarships into specific programs. Advises students on scholarship programs and requirements: Administers student selection process and awards funds for most scholarships. Work with faculty and outside scholarship committees on selecting scholarship recipients, including assisting with establishing equitable procedures. Develop and maintain a scholarship website and scholarship publications. Performs all reporting functions related to scholarships. This position also supports the frontline and financial aid counselors as needed.
Work Performed

  • Administers HCC Foundation scholarship application and selection process. Forwards appropriate candidates to faculty committees for their recommendations on recipients
  • The Sr. Financial Aid Analyst plays a pivotal role in managing all scholarships for specific programs, such as Rouse Scholars, Silas Craft Collegians, STEM Scholars, and Freshman Focus. In this capacity, they work closely with different program coordinators, fostering a sense of teamwork and collaboration. Together, they designate scholarship funds, award funds, and provide ongoing counseling to students throughout the semester.
  • Establishes scholarship criteria and selection processes with input from donors or committees as defined by the scholarship agreement, rules, regulations, etc.
  • Processes awarding for multiple institutional scholarship and grant programs in addition to HCC Foundation scholarships.
  • Advises HCC students on the availability and requirements for various HCC and external scholarships.
  • Ensures all institutional financial aid programs comply with all federal regulations and institutional objectives and policies.
  • Supports the Financial Aid Analyst in processing Maryland State Financial Aid. Completes the state-required verification process and approves Maryland State scholarships and grants as needed.
  • Reconciles all awards for which direct deposits from the state are received. Coordinates and advises the student appeals process with the state financial aid office. Verifies the accuracy of student application information.
  • Works closely with the Associate Director and Finance Office on reconciliations for Maryland State and HCC Foundation Scholarship funds.
  • Helps to manage disbursement and reconciliation of HCC Foundation Scholarship funds. Establishes budgets. Awards and disburses funds to students. Tracks recipients' satisfactory academic progress. Prepares reports to the Foundation on scholarship recipients and expenditures.
  • Works closely with the Financial Aid Services systems team to establish new awarding codes in the system, confirm and test awarding and disbursement rules.
  • Works closely with the Public Relations and Admissions and Advising Offices to promote scholarship opportunities and develop promotional publications.
  • Coordinates nominations for select institutional programs.
  • Meets with potential donors to promote HCC scholarship program.
  • Coordinates scholarship-related events. Assists with planning for various donor events.
  • Represent HCC at various public scholarship functions. Speak on behalf of the college and scholarship program.
  • Designs and conducts scholarship and financial aid workshops for high school, college, and community groups.
  • Ensures the college complies with all federal and state regulations, as well as institutional objectives and policies.
  • Provides financial aid counseling. Keeps current with all changes to financial aid regulations, policies, and procedures.
  • Fulfills all reporting requirements related to scholarships.
  • Develops and maintains a scholarship website and database in accordance with college policies and procedures.
  • Serves as a backup to the Associate Director in functions such as reconciliation, supporting the Financial Aid Analyst and part-time staff member, and responding to inquiries from faculty, staff, students and outside stakeholders.
  • Serves as a backup to the Financial Aid Analyst in functions such as Maryland State Financial Aid processing, and responding to inquiries from faculty, staff, students and MHEC.
  • Other duties as assigned.

Formal Education, Courses, Training Programs, and Experience
Bachelor's degree required; Master's degree in Business, Education, or related fields strongly preferred. A minimum of three years of financial aid experience is required at the level of a counselor or assistant director, or three years of experience coordinating scholarship programs or a combination of the two. Experience with Maryland State Scholarship programs preferred. Prior budgetary experience is required. Knowledge and experience with Ellucian Colleague and ImageNow systems are preferred, especially Scholarship Universe. Demonstrated organizational and managerial skills required. Excellent interpersonal and communication skills, including public speaking, are required. Demonstrated ability to identify and manage multiple priorities while providing excellent customer service. Excellent technical skills (i.e., understanding of financial aid calculations and ratios). Excellent problem-solving and written skills are required. Excellent technology skills are required, including competency with student systems, MS Office, digital imaging, and other systems and software.
Knowledge of Operations, Systems, and Procedures
Extensive knowledge of federal and state financial aid laws and regulations required. Knowledge of procedures including relevant policies and procedures for the Enrollment Services areas (Admissions, Financial Aid, Records & Reg., Testing), and the Finance Office preferred. Knowledge and experience with Ellucian Colleague and ImageNow systems preferred, especially Scholarship Universe. Knowledge of Internet, automated financial aid processing, college network, phone, electronic mail, and college website required. Ability to learn, implement, use, and train others in new computer applications.

The U.S. Department of Education Financial Aid Handbook, federal regulations as published online and in Dear Colleague letters, Common Manual for federal loans, state laws and MHEC policies and procedures; college publications; policy and procedure manuals; numerous guides, manuals, and directories (such as directory of Higher Education and USDOE Student Guide to Financial Aid) related to financial resources and regulations; online resources, such as the NASFAA website, SFA BBS (electronic Bulletin Board System), and U.S. Department of Education website; journals and other publications; academic records of all kinds; specialized scholarship publications and web sites.
OTHER REQUIREMENTS
Ability to maintain strict confidentiality.
Ability to communicate effectively, both verbally and in writing.
Regular attendance is a requirement of this job.
Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.
SUPERVISION
This position will provide support as the manager on call for the frontline customer service staff on a weekly basis. The Senior Financial Aid Analyst will serve as backup for the Associate Director as needed.
Working Conditions
Fast-paced, busy, deadline-driven working environment. Concurrent management of numerous tasks, sometimes with conflicting priorities. Periodic local and distant travel. Some evening work and extended hours during peak periods. Flexibility required.
