Dexis is presently implementing a three-year contract with a one-year option to implement the USAID/Timor-Leste Accountability and Integrity Mechanism (AIM), a project designed to strengthen Timor-Leste's accountability ecosystem and advance the Government of Timor-Leste's (GOTL) anti-corruption reforms, including the GOTL's new Anti-Corruption Law and good governance targets set within Timor-Leste's Strategic Development Plan (2011 - 2030). The USAID/Timor-Leste AIM project forms part of USAID's new generation of democracy support in Timor-Leste and aims to bolster key institutions, to include governmental, parliamentary and civil society actors, to improve the ability of Timor-Leste's democratic system to deliver "an inclusive, prosperous, and healthy Timor-Leste" for its young and growing population. Accordingly, Dexis will work with civil society, the government, and parliament of Timor-Leste to strengthen the strategic, institutional, communications, and coordination capacity of key accountability institutions, especially the Anti-Corruption Commission, the Office of the Ombudsman for Human Rights and Justice, and the audit chamber. Stronger institutional independence of these oversight agencies coupled with the development of sound legislative and governmental policy will ensure that citizens are empowered and can hold government accountable, thus leading to more inclusive and sustainable economic development.


About the Position

The Objective 3 Lead will work with and report to the Chief of Party (COP) to provide technical oversight for the implementation of Objective 3 of the Statement of Work of the USAID/Timor-Leste AIM Project which seeks to address foreign malign influence. The Objective 3 Lead will oversee a team of predominately national professionals and short-term experts in achieving program results. He/She will be assisted by a Technical Specialist and will lead the technical team, providing the guidance, direction, and coordination needed to manage and implement technical activities and deliverables.

The chosen candidate must be currently based in Timor-Leste. Remote candidates will not be considered at this time.


Responsibilities

  • Provides leadership and responsibility for the delivery of program results specified under Objective 3 of the project Statement of Work and other Objective work areas as may be assigned by the COP.
  • Supervise the implementation of project activities and ensure timely submission of quality deliverables as required under Objective 3 of the project Statement of Work and across other Objective areas as may be assigned by the COP.
  • Manages a Technical Specialist and a team of national staff and short-term technical assistance (STTA) experts for Objective 3 of the project Statement of Work, and across other program result areas as may be assigned by the COP.
  • In coordination with the COP, he/she will support the preparation of annual work plans (AWPs), annual, quarterly and monthly reports, success stories, press releases, other relevant reports and submissions, and ensures compliance and quick response to USAID or Dexis directives, instructions, requirements and requests.
  • Coordinates with the MEL Supervisor and GESI Lead to support effective performance measurement and full compliance with relevant USAID and Dexis guidelines on project monitoring and evaluation, including the review of relevant aspects of program implementation, the monitoring of risks and challenges to effective program implementation, and proposing proactive solutions and appropriate program adjustments.
  • Coordinates and works with government counterparts, key program beneficiaries, technical and implementing partners, national and local CSO organizations and networks, and other project stakeholders to ensure effective and efficient implementation of project activities.
  • Ensures that all actions and interventions of the project strictly adhere to USAID and Dexis rules and regulations and technical guidance, aligns with relevant global best practices, and compliant with national laws and regulations.
  • Perform such other duties, functions and responsibilities as may be assigned by the COP.


Qualifications

  • A university degree in law, public policy, economics, business management, public administration, political science, or a related field; a master's degree in the same fields will be an advantage
  • A minimum of 5 years of relevant project management experience in the context of Timor-Leste or other countries.
  • Demonstrated experience in performing multiple project tasks.
  • Excellent interpersonal skills, including the ability to manage high-level relationships and negotiate complex office dynamics.
  • Proven ability to form collaborative relationships with senior government officials at the national and sub-national levels, and with other key stakeholders such as donors, implementing partners, nongovernmental organizations (NGOs), civil society, academia, and/or the private sector.
  • Demonstrated ability to motivate and lead a dynamic and multi-disciplinary team.
  • Demonstrated ability to work under pressure and comply with targets and deadlines on a consistent basis.
  • Proven ability to communicate; fluency in verbal and written Tetum and English is required; fluency in the other official and working languages of Timor-Leste will be an advantage.
