PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. As the Staff Electrical Engineer, you will own and optimize electrical systems at PEMEX Deer Park, including 250MW of generation from gas-fired cogens, steam turbines, and (4) 138KV feeds, along with nearly 300 substations (35KV–480V). You will also ensure asset reliability, working collaboratively with internal teams, contractors, and vendors to support 24x7 operations. Using the Reliability Centered Maintenance (RCM) process and expert analytical skills, you will enhance asset performance and provide strategic support for resolving electrical issues, positioning yourself as a key contributor to the Electrical Engineering Department.

 

To be successful as a Staff Electrical Engineer, you should have:        

  • Bachelor’s degree in Electrical Engineering or related field required, with 10+ years of electrical experience in industrial settings, preferably within large petrochemical manufacturing facilities. Technical Authority 3 (TA3) designation is a plus.
  • Extensive experience with high- and low-voltage systems (138kV to 480V), including protective relays (Schweitzer, GE), power management systems, circuit breaker technologies (SF6, vacuum, air), standby generators, and power factor correction systems.
  • Solid knowledge of and application experience with NFPA 70 (NEC), NFPA 70E, NETA, NEMA, API RP-500, and ANSI standards, along with expertise in electrical equipment inspection and maintenance.
  • Demonstrated ability to troubleshoot complex electrical systems, apply causal reasoning, and resolve anomalies to maintain operational reliability. Familiarity with SKM Modeling software is preferred.
  • Proven ability to work effectively in a team environment, with strong written and oral communication skills to present technical concepts to diverse audiences.
  • Proficient in software such as MS Office, SKM Power Tools, PowerDB, IMS, and SAP, with the ability to quickly learn and adapt to new technologies.

 

Responsibilities as the Staff Electrical Engineer will include:

  • Provide technical oversight for MOCs and complex ASMs, ensure compliance with OSHA, company, and industry standards, and deliver quality assurance for electrical projects.
  • Identify and resolve recurring problems and obsolescence issues, developing long-term strategies to enhance power distribution reliability and business profitability.
  • Develop and implement preventative maintenance plans using MEC/RCM processes, maintain ENMCS architecture in partnership with the I&PC team, and support turnaround work scope development and execution.
  • Drive the electrical safety culture, lead electrical efforts during plant abnormal situations, and contribute to or lead investigations involving electrical equipment.
  • Maintain expertise in new technologies, support electrical design in MOC activities, and develop training programs to build electrical competency across the organization.
